Agonis Group was commissioned by the Public Transport Authority of Western Australia (PTA) to conduct an engineering review of the Tier 3 Grain Lines within the WA freight network. The project, valued at $3.6 billion, aimed to assess the condition of these disused rail lines and provide detailed costings for their rehabilitation or rebuild.
Our team was tasked with delivering comprehensive constructability assessments, cost estimations, and critical factor evaluations. The objective was to support the PTA and WA Government in making informed funding decisions to maximise value and benefit regional communities.
Key contributions and expertise included:
Constructability and Cost Estimation: Agonis provided detailed evaluations of the practical, strategic, and technical aspects necessary for the Tier 3 rail lines’ reinstatement. Our assessments covered constructability, maintainability, deliverability, and risk factors, ensuring a thorough understanding of the potential challenges and costs associated with upgrading these lines.
Stakeholder Engagement: We worked closely with key stakeholders, including PTA, the WA Government, Arc Infrastructure, and CBH. The collaborative approach led to the development of a report recommending a track structure designed to minimise maintenance costs, support higher axle loads, and enable faster train speeds. The report highlighted the potential for increased grain tonnage transport via rail, thereby reducing truck movements and road impact and enhancing community safety.
Drawing on our extensive experience with the Perth Metropolitan Rail Network, where we have provided expert advice on various projects involving bridges, tunnels, stations, infrastructure configuration, and level crossing removals, Agonis brought significant rail infrastructure expertise to the Tier 3 Grain Lines project.
This project underscored Agonis Group’s ability to deliver critical engineering insights and strategic advice, supporting the WA Government in optimising infrastructure investments for the benefit of regional communities and the broader freight network.
