Agonis Group completed a Project Assurance assignment for Melbourne Water which included a review of a tender submission to construct a DN750, 1.5km water main in the Mount Waverley area.

Melbourne Water sought feedback on the following items:

  • Overall basis of estimate;
  • Overall approach to construction methodology (new trench vs lift and relay)
  • Under estimation or over allocation of resources and duration, i.e. crew size, plant & equipment, nominated delivery partner, subcontractor works
  • General feedback on rates – labour, plant and equipment
  • Indirect (Project Management & support staff) and Operational costs
  • Construction program (activities and logic)
  • Risk estimation and allocation

Agonis Group’s Role

The Agonis review for Melbourne Water contained the following outcomes:

  • Increased confidence in the tender proposal and Value for Money prior to seeking leadership approval
  • Optimized risk allocation
  • Better understanding of estimation pitfalls and future management of variations
  • Adaptation of lessons learned across other infrastructure projects
  • Opportunities for improvement
