Agonis Group was commissioned by Rail Projects Victoria (RPV) to provide Constructability Advisory Services for business case submissions across two key Regional Rail Revival projects: Geelong to Waurn Ponds (Stage 3) and Bendigo Metro (Stage 4) line upgrades.

Working collaboratively with RPV and the Technical Advisor, the Constructability, Planning and Estimating (CPE) team were instrumental in identifying significant value engineering opportunities. Adoption and realisation of the opportunities improved cost, program and disruption estimation, and ultimately surety of delivery of each major program of works.

Key Areas of Value to RPV:

Tunnelling Expertise – Agonis Group reviewed several tunnel alignment and configuration design options for Stage 3 of the Waurn Ponds Rail Duplication. Leveraging industry experience and capability in both development and delivery, the CPE team developed an alternative tunnel option that resulted in significant cost savings and improvement to rail disruption outcomes. The Agonis Group option was adopted as the preferred alignment for the business case submission.

Complex Bridge Structures – The Waurn Ponds Duplication scope included a new 200m long bridge structure over the Barwon River, floodplain and perpendicular grade-separated road crossing alongside the existing bridge. Constructability advice included: optimum design and placement of piers in the waterway; a detailed construction methodology and program considering; road and rail disruption constraints; and heritage and environmental factors, such as migration periods of protected fish and seasonal flooding risk.

Rail Interface – Agonis Group specialises in rail as a sector, providing key inputs to the development, delivery and maintenance of rail infrastructure and systems on major projects and operational railways. The CPE team adopts an interdisciplinary whole-of-lifecycle approach to ensure comprehensive and considered outputs that drive best for project outcomes for our clients.
